Downtown Sudbury BIA

Downtown Sudbury (Sudbury Metro Centre) is your Downtown Business Improvement Area (BIA) Association, dedicated to the growth of Downtown through policy development, advocacy, special events and economic development. All 90+ property owners and 400+ businesses that own or lease property within Downtown Sudbury are members. On their behalf, Downtown Sudbury is proactive in terms of programs and the promotion of area interests.

History Of Downtown Sudbury

  • Established in 1977, through the Ontario Municipal Act and a By-Law of the City of Greater Sudbury
  • One of over 310+ BIAs (Business Improvement Areas) throughout the Province
  • Early focus was primarily on beautification and marketing/events
  • Today, the organization has evolved into the leading agency for Downtown Economic Development
  • As a Business Improvement Area, is the largest concentration of small business, financial & medical services, government & entertainment for the City of Greater Sudbury and Northern Ontario
  • Managed by a Volunteer Board of Directors, directly elected by the Downtown Businesses and Property Owners
  • Represents approximately 90 Downtown Property Owners … 400+ Businesses & Services … 7,500+ employees
  • Is a private sector driven, not-for-profit organization, representing Downtown Businesses & Property Owners
  • Is funded directly by the private sector

Below you can find details on each of the parking lot locations in the map above, including prices, type of parking (hourly, daily, monthly) and discounts or restrictions.

Pay For Parking With Your Phone

It is quick and easy to pay for parking using your mobile device and the HotSpot Parking app.

The app allows drivers to pay with a mobile device using their licence plate number, lot number and a credit card or visa debit. For more information on how to use Hotspot Parking visit htsp.ca or signup by downloading the app from the app store.

Paying by coin or card at the pay station is available and remains unchanged.

Special Features

HotSpot Parking app users benefit from a number of features.

New users receive 30 minutes of free parking upon signup.
Users can top up parking remotely from a phone instead of needing to go back to the meter.
If a user ends a parking session early, unused time will be refunded to their account and can be used for future parking sessions.
The app automatically notifies users when their parking session is close to expiring.

How to Pay:

1. Take a ticket at the entry gate to the underground parking lot.
2. Keep this ticket with you when you leave your vehicle.
3. Before returning to your car, pay (using cash, debit or credit) at the Pay Station located at either the Provincial or Municipal underground entrances to the building.
4. Once your payment is complete, the Pay Station will return your ticket to you – insert this ticket at the exit to lift the gate arm.  If you require a receipt for your parking fees, press the receipt button while it is flashing and it will print one for you.
5. Once you pay, you have 15 minutes to exit the garage or additional charges apply.

Free Parking At Energy Court Lot (Lot 11 On Map)
You can park at the Energy Court lot free of charge for two hours.

Look for the Pay & Display machine 

Press the green button. The machine will give you a receipt for free parking for two hours.
Display the receipt face-up on your vehicle dashboard.

Do not use more than one free parking receipt per day. Parking staff regularly patrol all municipal parking lots and are on the lookout for violations.

Free Parking: Evenings And Weekends 

You can park for free at all municipal lots and parking meters on weekends and after 6 p.m. except where noted under Special Events. Overnight parking is not permitted.

Lot 1: Shaughnessy Street East Lot

Located beside the Sudbury Theatre Centre.
Monthly parking and Pay & Display.
Monday to Friday from 8 a.m. to 6 p.m.

Lot 2: Shaughnessy Street West Lot

Located across the street (Shaughnessy) from the Sudbury Theatre Centre.
Monthly parking and Pay & Display.
Monday to Friday from 8 a.m. to 6 p.m.

Lot 3: Shaughnessy Street B Lot 

Located to the south of Wacky Wings on Shaughnessy Street.
Monthly parking only.

Lot 4: Minto Street Lot

Located on Minto Street across from the Sudbury Community Arena.
Monthly, Pay & Display and metered parking available.
Monday to Friday from 8 a.m. to 6 p.m.

Lot 5: Sudbury Arena Lot

Located directly behind the Sudbury Community Arena on Minto Street.
Monthly parking and Pay & Display.
Monday to Friday from 8 a.m. to 6 p.m.

Lot 6: Elgin Street/CP Rail Lot

Monthly parking and Pay & Display.
Monday to Friday from 8 a.m. to 6 p.m.
Parking in front of the VIA Rail Station is reserved for rail customers.

Free after 5 p.m. and on weekends

Elm Street Metered Parking

One-hour time limit
No parking on Elm Street from Monday to Friday between the following times:
7:30 to 9 a.m.
3:30 to 6 p.m.

This is to allow traffic to flow freely during high traffic times of day. If you park on Elm Street during the restricted times, you will be ticketed.
